Village Council Meeting Location Change

The Village Council will hold their regular October meeting (Tuesday, Oct. 11) at the Village Hall.  The meeting will be called to order at Banks Fellowship Hall, then immediately recessed to the Village Hall.  If you are planning to attend the meeting, please go directly to the Village Hall.

North Carolina Adopts New Bike Laws

NC House Bill 959 became effective on Oct. 1.  State law was changed so drivers can pass slower-moving bicycles or mopeds in no-passing zones if the motorist gives a berth of at least 4 feet and if the cyclist is not making a left turn.  But aggressive motorists whose actions cause a cyclist to change travel lanes, leave the road or crash will suffer stiffer penalties, pay higher fines and possibly lose their driver’s license for several months, under the amended law.

Another change requires cyclists riding at night, effective Dec. 1, to add a light on the back of the bike to the one already required on the front – or wear a reflective vest or clothing that is visible from at least 300 feet to the rear.

Hand signals have been clarified as well. Cyclists can legally use their right arm now or use their left arm for hand signals, pointing the hand straight up to indicate a right turn.

These new rules are part of a months long process that brought together cyclists, law enforcement officers, farmers, truckers and others who worked with the state Department of Transportation to study bike safety laws and develop recommendations for better ensuring the safety of cyclists and motorists along the roadway.

Village Seeking Code Enforcement Officer/Park Manager

Water Tower Construction is Complete!

UCPW has announced that the construction of the water tower on Hemby Road, along with the new booster pump station on Providence Road, is now complete.  They were placed into operation the week of August 21.  Final tests are being performed on the pump station throughout September.

The new water tower will provide a more consistent and sustainable water pressure for all UCPW customers in the Marvin area.  Although infrequent, you may still experience fluctuations in water pressure during September.  This should end quickly.  If your water pressure is still lower than normal, you may need to adjust your home's pressure release valve to a higher setting or check your fixtures to ensure proper water flow.

Council Calls for a Public Hearing 9/28/16

The Village Council has called for a public hearing to be held Wednesday, September 28, 2016 at 5 p.m. at Village Hall.  The public hearing is for Temporary Use Permit #16-11756 for the Marvin Elementary School Fall Festival to be held Saturday, October 22 from 1-5 p.m. at Marvin Elementary School.

2016 UCPS Bond Referendum

On Nov. 8, Union County residents will vote on $54 million in school bonds.  The bond package would provide funding for six school renovation/addition projects and a new transportation facility.  The bond is needed to address safety repairs, stability, the removal of long-term use of mobile classrooms in our schools and build a new transportation facility.  Funding would help UCPS prepare for growth, increase capacity at several schools and move student into brick and mortar classrooms.  The bond will add an additional 88,400 square feet to the UC public schools.

Dr. Andrew Houlihan Named UCPS Superintendent

Welcome to Dr. Andrew G. Houlihan, the new superintendent of Union County Public Schools.  Dr. Houlihan was named superintendent by the UCPS Board of Education on July 26, 2016.  He was chosen for his leadership, experience and dedication to students. Before joining UCPS, Dr. Houlihan was chief academic officer for the Houston Independent School District (HISD).  

Dr. Houlihan will be holding a Listening & Learning Tour at each of the UC School clusters.  He will be at Weddington HS on October 18; Marvin Ridge HS on Nov. 3; and Cuthbertson HS on Nov. 14.  He will meet with school employees from 5-6 p.m. and with community members from 6-7 p.m.

Dr. Houlihan’s goal for UCPS is to ensure that all students are producing at the highest level and are being prepared for a quality life and career beyond high school.  His vision for UCPS is to be the best school system in the state and nation.  He is an advocate of teamwork and believes the “collective group” can accomplish goals much better than someone in isolation. He encourages educators to strive toward continual growth and learning, as he believes there is a need for continuous improvement.

Dr. Houlihan’s career in public education began as an elementary school teacher in Wake County 15 years ago. He has served as an elementary school principal (2010-2012) and school support officer (2012-2013) for Houston Independent School District and held other administrative positions in the Austin Independent School District (2007-2010). He has held several cabinet-level positions for HISD since 2013, including chief human resources officer, chief school support officer and chief school officer for major projects. 

Dr. Houlihan earned a bachelor’s degree in elementary education from Elon University in North Carolina, where he was a North Carolina Teaching Fellow. He earned a master’s degree in organization and leadership from Columbia University’s Teachers College (2006) and a doctorate in educational administration from the University of Texas at Austin in 2010.

Public Involvement Meeting Scheduled for Barcroft Subdivision

The Village has scheduled two public involvement meetings for an application received by Essex Land Development for a ‘by-right’ subdivision to be named “Barcroft”.  The property site is located at 8517 Bonds Grove Church Road (across from the BelleGrove subdivision) and the parcel identification number is 06-186-017. 

Both PIMs will be held on Monday, September 12, 2016.   The first will be from 2-4 p.m. and will take place on-site.  Parking is available in the driveway on the property.  Access to the property is available through the gate. 

The second PIM will take place from 5-7 p.m. at Village Hall (10004 New Town Road).

The purpose of the PIM is to provide information and solicit public input regarding the proposed plans for the subdivision.  The meeting is designed to allow citizens to view the general design and layout and to ask questions of the applicant and the service providers.  The application is for approximately 27 homes on approximately 41 acres.  The meetings are designed to allow citizens to view existing conditions, general design, and layout concepts, and to answer questions from service providers and the community.  The project site plan for the proposed development will be available on the Village’s website prior to the PIM.  

There is a possibility that a quorum of the following Boards may be present for this PIM: Village Council, Planning Board, Parks, Recreation and Greenways Advisory Board and Design Review Board.  No action will be taken on the part of these boards.
