Council and Planning Board to Hold Special Meetings

The Village Council and the Planning Board have both called for a special meeting to be held Wednesday, November 2 at 6 p.m.  The meetings will be held off-site at the offices of Shook Kelly and Associates, 2151 Hawkins St, Charlotte.  The purpose of both meetings is to hold an informal work session with a planning consultant on the Land Use Plan and the possible Village Center District project.

Council Meeting Recessed

The Village Council recessed their 10/27/16 regular work session meeting.  The meeting will reconvene on Tuesday, November 1 at 5 p.m. at Banks Fellowship Hall.  The only remaining discussion item on the agenda is the Rezoning of Parcels 06-183-011, 06-183-011B, 06-183-011C, 06-156-014A and 06-159-005B from MXCD to ICD-Marvin Gardens.  The public hearing on this item was completed.  The Council and the applicant will continue the discussion and take possible action at this meeting.

Notice of Possible Quorum of Council

Please take notice:  Members of the Village Council will be attending a luncheon today (Friday, October 28, 2016) at the home of a Marvin resident.  There is a possibility of quorum of the Council at this luncheon, however this is a purely social event and no Village business will be conducted and no action will be taken.

One-Stop Voting for November 8 2016 Election

Early voting for the Nov. 8 Election begins on Thursday, October 20 and runs through November 5.  Polls are open 10 a.m.-7 pm. Monday-Friday and 8:30 a.m.-5 p.m. Saturdays.

Council Calls for Public Hearings October 27

The Village Council has called for public hearings to be held on Thursday, October 27 at 5 p.m. and 6:30 p.m. at Banks Fellowship Hall.  The purpose of the public hearings is as follows:

  1. Proposed text amendments to Title XI: Business Regulations, adding a new Chapter 110 Panhandling, Begging, Solicitation and Canvassing. This public hearing will be held at 5 p.m.
  1. Proposed text amendments to Sections 150.015, 150.061, 150.062, 150.066 to define and reference the Marvin Engineering Standards and Procedures Manual and to amend various subsections for streets and roads. This public hearing will be held at 5 p.m.
  1. Temporary Use Permit #16-11779 for the Annual Christmas Tree Lighting to be held Saturday, December 10, 2016 from 4:30-6:30 p.m. at Marvin Efird Park.  This public hearing will be held at 5 p.m.
  1. Rezoning of parcels located on the southeast corner of Providence and New Town roads (parcel numbers 06-183-011, 06-183-011B, 06-183-011C, 06-156-014A and 06-159-005B) from MXCD to ICD-Marvin Gardens (approximately 38.70 acres of land).  The rezoning is proposed to allow for a commercial center and single family, age-restricted home development.  This public hearing will be held at 6:30 p.m.

Village Council Meeting Location Change

The Village Council will hold their regular October meeting (Tuesday, Oct. 11) at the Village Hall.  The meeting will be called to order at Banks Fellowship Hall, then immediately recessed to the Village Hall.  If you are planning to attend the meeting, please go directly to the Village Hall.

North Carolina Adopts New Bike Laws

NC House Bill 959 became effective on Oct. 1.  State law was changed so drivers can pass slower-moving bicycles or mopeds in no-passing zones if the motorist gives a berth of at least 4 feet and if the cyclist is not making a left turn.  But aggressive motorists whose actions cause a cyclist to change travel lanes, leave the road or crash will suffer stiffer penalties, pay higher fines and possibly lose their driver’s license for several months, under the amended law.

Another change requires cyclists riding at night, effective Dec. 1, to add a light on the back of the bike to the one already required on the front – or wear a reflective vest or clothing that is visible from at least 300 feet to the rear.

Hand signals have been clarified as well. Cyclists can legally use their right arm now or use their left arm for hand signals, pointing the hand straight up to indicate a right turn.

These new rules are part of a months long process that brought together cyclists, law enforcement officers, farmers, truckers and others who worked with the state Department of Transportation to study bike safety laws and develop recommendations for better ensuring the safety of cyclists and motorists along the roadway.

There will be a Meet and Greet for candidates running for election on the November ballot on October 11, 2016 at 7:30 pm at Wesley Chapel Town Hall, 6490 Weddington Road.  Everyone is invited to meet the candidates, including those running for the Board of Education, Superior Court Judge, and County Commission.
